E. John Tompkins, P.E.

Mr. Tompkins has extensive electric utility experience, having served as the senior corporate officer of the energy planning department at Green Mountain Power Company(GMP) with responsibility for all power contracts, generation, planning and research. Prior to GMP Tompkins headed the special studies section of the planning department for Northeast Utilities.
Mr. Tompkins was a member of the EPRI Advisory Structure review committee; a member of the Energy Resources Subcommittee and Energy Analysis Task Force; and utility advisor to projects evaluating New Production Cost Programs. He was designated by GMP’s Research Advisory Committee (RAC) to be part of the team that evaluated EPRI effectiveness during a10 year review.
Rodney L. Lenfest

Rodney Lenfest was formerly Senior Vice-President of Business Development for Sea Breeze Pacific Region Transmission System and Project Manager of the Juan de Fuca Cable Project.
Before joining Sea Breeze Pacific-RTS, Rod served as Vice-President of Strategic Planning and Corporate Development for The System Works, Inc., and as Vice-President of Finance and Administration for HSB Reliability Technologies, Inc. Prior to that, Rod was vice-president for business development and engineering services, and assistant vice president of operations for the Hartford Steam Boiler Inspection & Insurance Company. He also has experience as a senior experimental engineer and assistant program manager for the Hamilton Standard division of United Technologies, a major jet engine controls manufacturer.
Prior to entering industry, Rod taught at the collegiate level and was assistant dean of engineering at the University of Hartford.
Eliot F. Assimakopoulos

Eliot Assimakopoulos is President of CARITrans where he is responsible for business development activities in developing the Caribbean Undersea Power Transmission network. Additionally, Eliot is frequently a public speaker advocating transformative models for energy & smart-grid and has appeared on media productions such as PBS’ Fred Friendly Seminar & has co-authored several publications related to alternative energy & grid integration.
Eliot has more than 25 years of experience in the construction, energy, and high technology industries. During this time he has also led activities within General Electric to advance technology and market development for smart grid and renewable energy.
Prior to joining GE, Eliot was Executive Vice President for MetroNexus, a $1.2B global technology asset company that he started-up with Morgan Stanley Dean Witter. He has also worked with other technology focused companies including Teleglobe International and MCI Communications.
Eliot was a Captain in the United States Marine Corps and a graduate of the Virginia Military Institute. He also holds an MBA from American Intercontinental University.
Eliot has five children, lives in Pittsburgh, PA and enjoys hiking & reading.
Mark A. Mainetti

Mark Mainetti is a partner in Boundless Energy, responsible for the financial, tax and accounting aspects for the core organization and all development projects. Mark develops all financial modeling and handles utility system auditing and accounting.
Before joining Boundless Mark was Vice-President of Operations for large integrated builder of low income and subsidized housing in Baton Rouge, LA
Mark is an ATP rated pilot and serves as the chief pilot for the Boundless / TRMC’s flight department and two corporate aircraft.

Brian N. Chernack

Before joining Boundless Energy, Brian Chernack initiated the development of three biomass energy projects for KTI Energy, Inc. – the Maine Energy Company, Penobscot Energy Company and AES Livermore – totaling roughly 85 MWs, with a combined investment of approximately $300 million.
As then Vice president of KTI, Chernack was responsible project conception, siting, fuel supply and energy off-take contracting, as well as permit management and government relations. He also served as the initial site construction manager for Maine Energy.
Mr. Chernack also was responsible for developing joint ventures for KTI with energy projects in England, Pakistan and Sri Lanka.

Charles Gilbert

Charles Gilbert is responsible for marine ecosystems, underwater bathymetric analysis & route planning, and has oversight for environmental assessment, impact, and mitigation. Charles was a director in Atlantic Energy Partners, LLC, and is a co-developer and co-owner of the Project Neptune RTS. He has performed analyses of HVDC submarine transmission cable systems in the Pacific Northwest and Northeastern United States, Canada, Alaska, Hawaii, East Africa and the Caribbean.
Charles served as assistant director for the USDA Southern Coastal Plains Plant Materials Center in Georgia, and director for the Appalachian Regional Plant Materials Center in Kentucky. He is the co-developer of five named plant variety releases. He studied plant breeding and genetics at the University of Kentucky and is recipient of a USDA Certificate of Merit.
Dr. Samwel O. Oyugi, M.D.

Samwel Oyugi first served as a consultant to Boundless Energy, LLC, responsible for concerns relating to environmental chemistry, medical and environmental health before becoming a partner with Boundless Energy. He has subsequently been involved in the development of HVDC submarine transmission cable systems for the Virgin Islands, the Caribbean and East Africa.
Dr. Oyugi is currently the Attending Physician at Kingston Hospital in New York and a member of the Chi Beta Phi Scientific Society. He is a member of the American College of Physicians and the AMA. He completed his medical degree at the University of Connecticut Medical Center, where he served as chief resident for the Intensive Care and Coronary Care Units. Born in the Lake Victoria region of Kenya, he completed his internship and residency in internal medicine at Staten Island University Hospital and then a fellowship and residency in geriatric medicine.

Robert Shelton

Robert Shelton, J.D., is a Phi Beta Kappa graduate of Oberlin College and Harvard Law School. He was a senior partner in the law firm of Venable LLP, practicing in its Baltimore and Washington offices. In the course of his career Bob has represented banks, hospitals, electric utilities, various corporate entities and a number of educational institutions, including Johns Hopkins University. He was an officer in the United States Naval Reserve and in 1974 he served as Associate Special Counsel, House of Representatives Judiciary Committee Impeachment Inquiry, regarding the impeachment of Richard M. Nixon. Bob currently is a partner in the firm Shelton and Carey and is engaged in the development of electric power projects in South America and the Caribbean.

Anthony Carey is a former partner of the Baltimore and Washington law firm of Venable LLP where he specialized in environmental and energy matters. After retiring from Venable he joined with a former partner Robert Shelton to form the firm of Shelton & Carey LLP.

John Dodson graduated from the United States Military Academy with a B.S. in Engineering and acquired an MBA from Harvard University.
John’s military experience includes fourteen years of Active Duty with three voluntary Vietnam combat tours, serving as an Engineer, Green Beret (Special Ops) and Helicopter Pilot. John taught Economics, Energy and Public Policy as a Professor at West Point.
John Dodson is CEO of Cambridge Construction, Thayer Gate Development Corp and Executive Director of Thayer Gate Energy.
