Phase One: Puerto Rico – USVI

Strengthening the Electrical Infrastructure and Providing Resiliency to Puerto Rico And the Us Virgin Islands

The Honorable Robert Garcia Interconnect is the first phase of the Caribbean RTS. The objective of this project is to electrically connect the islands of Puerto Rico and the US Virgin Islands. This interconnect will provide the following benefits:

  • Sale of excess generation from Puerto Rico to the USVI (St. Thomas)
  • Provide improved electrical reliability to both Puerto Rico & USVI
  • Provide a lower cost of electricity to all consumers o Accelerate future natural disaster recovery for electrical infrastructure for both islands o Accelerate development of renewable energy by creating a market between the islands, which then can wield power & energy services together The interconnect is designed in a manner that is economically viable and is ready for implementation.

The Hon. Robert Garcia Interconnect can also accelerate the recovery from the 2017 hurricanes while strengthening the electrical infrastructure of Puerto Rico and US Virgin Islands.

  • Project can be implemented within one year and provide a common framework for the electrical redesigns of Puerto Rico and USVI
  • Confidential design and route is engineered in such a way that:
    • Strengthen the electrical infrastructure of Puerto Rico and the USVI
    • Provide mutual resiliency (e.g. blackstart/restoration) and dramatically reduce service restoration times in both Puerto Rico and the USVI
  • Ease of environmental permitting. Project is designed with minimal environmental impact and leverages other approved environmental permits
  • Supply chain for project (cable manufacturer, barges, power equipment, …) has been identified and is readily available in the U.S. for accelerated timeline
  • Project can accelerate economic development; particularly renewable energy/Battery Energy Storage.
